It was founded to promote the economic sector in the municipality of Zemun, in order to help municipal governments and individual businesses, and improved coordination with our communication and cooperation and the development of small and medium enterprises and entrepreneurs, help you find available jobs for young people.
The municipality of Palilula, as the largest municipality in Belgrade, has over 12,000 business entities, and employs tens of thousands, and has a constant tendency to spread the economic sector.
The residents of Palilula want the economic potential, which is a large, went up to the level of European standards more quickly and to reduce the number of unemployed, to increase the municipal budget to be further invested in a new infrastructure, the construction of children's institutions, shopping malls, gasification, development of parks....

The first European Entrepreneurship Week was held in Greece in Athens on 23 to 25 February, organized by the Greek Start Up Association, Athens Chamber of Commerce and supervised by the European Confederation of Young Entrepreneurs - YES. Sponsors of this international gathering of entrepreneurs in Europe, the Near and Middle East, North Africa and the United States, were the Ministry of Economy and Ministry of Education, in cooperation with the National Bank of Greece and the Greek-American Chamber of Commerce.
What makes this an important business meeting, in addition to being held in the atmosphere of the current financial situation in Greece, is the fact that at organizers' invitation, a delegation of entrepreneurs from Serbia, namely representatives of the Economic Club Palilula municipality, headed by President Tomislav Jovanovic, took part at this conference. The main reason for the call was that the Palilula Economic Club from June last year, is a new member of the European Confederation of Young Entrepreneurs - YES that, now, together with Serbia, has over 40,000 members from 17 countries.
European Week of entrepreneurs in Greece, consisted of panel discussions and entrepreneurial workshops, and all was completed with B2B meetings organized in order to exchange business ideas and proposals for establishing business cooperation between entrepreneurs from the United States, Russia, Britain, Saudi Arabia, Spain, Hungary and of course Serbia. It is in fact the presentation of the delegation from Serbia caused a particular interest of the Conference participants, because many of them used the opportunity of direct encounters that occurred spontaneously, outside the official program of the Conference, to establish contact and openly suggest the possibility of business cooperation, as with the Economic Club of Palilula Municipality, as well as with members of the Club!
At the beginning of the conference, to the assembled entrepreneurs - and there were about 560 of them - spoke Mr. Constantine Mihalos, Chairman of the Athens Chamber of Commerce. Then the participants of the Conference welcomed Ana Dijamantopoulou, education minister in the government of Greece, who emphasized the importance and role of entrepreneurs and entrepreneurship in times of crisis, and the necessity of the education system to comply with the needs and demands of economic life.
In this part, participants had the opportunity to become familiar with activities and resources of the Economic Club of Palilula Municipality, all of which define the Economic Club of Palilula Municipality as a good partner in establishing and developing high quality and successful business and especially cooperation between entrepreneurs. The presentation was an opportunity for the delegation of the Club to thank particularly for the given opportunity for presenting and on the membership in the European family of entrepreneurs, expressing hopes that it will soon be a similar meeting held in Belgrade. The latter was confirmed by members of the Board of YES at a meeting held with the delegation of the Economic Club of Palilula Municipality, on the last day of the conference in Athens. Thus, and with an open stance towards the Board of YES Entrepreneurship club from Serbia, the expectation from the YES has been confirmed, loud and clear, that an intense involvement of Economic Club of Palilula Municipality in this international organization is expected.
It should be noted that membership of Economic Club of Palilula Municipality in the European Confederation of Young Entrepreneurs - YES, opens many doors for both international cooperation as well as of access to many funds that seem to be important for funding entrepreneurs and business people from Serbia, particularly those who are gathered around the Economic Club of Palilula Municipality directly - by membership, or due to previously established technical cooperation.
In order to fully informed what is and what the European Confederation of Young Entrepreneurs - YES represents, here are a few important information:
YES – European Confederation of Young Entrepreneurs is the major association of young entrepreneurs throughout Europe representing 40.000 members and aiming to support and improve the economic and social performance of young entrepreneurship in Europe. As such, it is the largest dynamic network of entrepreneurs, which constantly expands its activities. Since June 2011, Serbia has its representative in YES - Od nedavno, i Srbija ima svog predstavnika u YES-u – Economic Club of Palilula Municipality!
YES was launched in 1988 by seven national groups of young entrepreneurs in order to face the challenges resulting from the ratification of the Single European Act in July 1987.Young entrepreneurs from Austria, France, Germany, Greece, Italy, Japan and Portugal met in Capri during the National Convention of Confindustria Giovani Imprenditori to sign the "International Young Entrepreneurs Charter", the so-called "Capri Charter" which established the fundamental principles for the future cooperation. It was also agreed that the social role of an entrepreneur had to contribute to economical, political and social developments of the society. The collective actions were based upon:
The establishment of basic principles was followed by the development of working rules to further strengthen the collective activities of the associations.
The first set of rules was effectively laid down in the YES Constitution signed in Vienna in early 1990s.
Finally, in 1991 the European Confederation of Young Entrepreneurs was established under the initiative of six national associations of young entrepreneurs from Austria, France, Germany, Greece, Italy and Portugal.
In 1993, the Brussels Secretariat General was set up in order to intensify the lobbying activities of YES at the EU level and to improve the exchange of information on European initiatives between the members of the Confederation.
Over the years, the Confederation has evolved to its current composition which currently comprises 16 associations located in "old" European countries: Austria, Belgium, Germany, Greece, Italy, The Netherlands, Portugal and Spain as well as in new EU Member States: Hungary, Slovenia, Cyprus, and Montenegro. Young Businessmen Association of Turkey had joined YES before the country it represents became the Candidate State to the EU. Non-EU members include: Albania and Ukraine.
In 2007 Kazakhstan became part of the large YES family.
YES – European Confederation of Young Entrepreneurs is the main association of young entrepreneurs in Europe (representing around 40.000 young entrepreneurs under 40 years old).
It aims at improving the economic and social performance of young entrepreneurship in Europe. Its members include the major national associations of young entrepreneurs in the field of industry, trade and services from 16 countries: Albania, Austria, Belgium, Cyprus, Germany, Greece, Hungary, Italy, Kazakhstan, The Netherlands, Portugal, Slovakia, Slovenia, Spain, Turkey, Ukraine.
YES actively contributes to the promotion of the entrepreneural spirit in Europe and outside. It stimulates exchanges and network activity between young entrepreneurs, fosters cooperation and sharing of best practices among their national associations, particularly in the fields of education and training.
YES maintains an ongoing dialogue with the Institutions of the European Union in order to:
- Ensure that European Union initiatives reflect the entrepreneurial spirit in Europe;
- Promote policy measures that will facilitate business activities for young entrepreneurs;
- Collaboration with public authorities on the simplification of the business environment;
- Ensure that the conditions for establishing enterprises in the European Union remain homogeneous and favourable;
- Compare and assess the impact of the Internal Market measures on enterprises in the Member States;
- Foster easier access to information on European policy for small and medium sized enterprises (SMEs) across Europe;
- Encourage policies that will favour co-operation between different generations of entrepreneurs;
- Take a more active part in political debates and economic projects that aim at promoting European Entrepreneurship worldwide.
YES fosters business co-operation and networking activities between young entrepreneurs by:
- Promoting exchanges of professional experiences;
- Developing a network of business regional co-ordinators in Europe that will enliven co-operation and support transnational projects;
- Establishing synergies within other networks in Europe that encourage business cooperation between entrepreneurs;
- Organising meetings between young entrepreneurs, such as the YES Annual Summit.
YES has established links with entrepreneurial organisations in Europe and elsewhere in order to:
- Support the creation of young entrepreneurs organisations in developing countries;
- Foster exchanges and relationships between young entrepreneurs all over the world.
- YES supports the concept of an independent free enterprise system based on the principle of private ownership within the framework of a social market economy.
- YES confirms that free competition rules, which prohibit individual enterprises from dominating the market, are fundamental elements of the private and free enterprise system.
- YES acknowledges the fact that protection of the environment is an important social function for enterprises as well as for individuals.
- YES accepts the entrepreneurs' commitment to cooperate with employees to contribute to economic, political and social development within our society.
- YES agrees to work towards the goal of free world trade.

At the meeting of leaders of the European Confederation of Young Entrepreneurs, held in Rome in mid-June 2011, decision was made to join the Club of entrepreneurs of Palilula Municipality to this family of European young entrepreneurs. This decision is the result of several months of communication between Brussels and Belgrade. This is another in a series of prestigious awards that went to the address of the local organization of entrepreneurs from the Belgrade municipality of Palilula, for the work intensively conducted under the leadership of the Club president, Mr. Tomislav Jovanovic and his immediate associates. Economic Club of Palilula Municipality is, thus, the only entrepreneurial associations from Serbia, which is hereby granted international status, which implies the possibility of representing the interests of entrepreneurs not only from the territory of Belgrade's Palilula municipality, but also from across the country, and vice versa. With the decision of accession the European family of entrepreneurs, the Club is entitled to represent and promote its interests in Serbia!
Job Fair on Palilula is organized for the fifth time by this municipality and the Economic Club of Palilula municipality, in cooperation with the the National Employment Agency. From electricians and beauticians, cooks and waiters, to the receptionists, bankers, administrators and managers, for more than 120 places applied several thousand people, as for their first job or job after 30, 40 years of experience. The problem have not only those without jobs, but also those who are offering jobs. Employers are trying to find workers, and they also are faced with different obstacles. Both agree that the direct contact with the employer is the best way to the job, and fairs, like this one, therefore exist, to make the connection. In addition to new jobs for the candidates of all profiles, there was a entrepreneurial workshop intended to those interested in opening their micro businesses.
In the premises of hotel „Elegance“, on Tuesday June the 21st, starting at 16 hrs, the members of the Economic Club of Palilula municipality’s Assembly gathered to discuss the previous performance and to decide on who will lead the Club in the next four years. The Club’s President, Mr. Tomislav Jovanovic, presented, and also reminded the members of the Assembly on all the activities that marked the previous period. Long list of the completed and launched, crowned the information that the Economic Club of Palilula Municipality proclaimed as the most successful association of entrepreneurs in Belgrade, for what the annual award was handed at a ceremony in the Belgrade University Rectorate on June the 16th. Around the same time, in Rome was held a meeting of the European Confederation of Young Entrepreneurs – YES, on which it was decided that to the membership of 40,000 entrepreneurs from 16 countries should join the Economic Club of Palilula Municipality. On this membership was mostly engaged our member Nenad Mihajlovic, otherwise employed at Alpha Bank, so the Assembly of the Club was also an opportunity to honor public acknowledgment to Mr. Mihajlovic to his effort and especially for the obtained result.
All the about the above activities and supported by appropriate material, has resulted that Mr. Jovanovic, previous president of the Club by members of of the Club Assembly is voted another term for a period of 4 years and this is done by acclamation.
The newly elected president of the Club, besuide the words of gratitude to trust again leads to Palilula Economic Club, took the opportunity to propose the composition of the Board of Directors, and a team of coordinators who will assist him in carrying out the mandate. Membership in the Club Board of Directors confirmed the following persons:

Thus ended the official part of the assembly session of the Club business Palilula, while the part of informal meetings and talks continued with a cocktail in the ambience of the hotel „Elegance“.
In the building of the Belgrade University Rectorate was held a traditional ceremony of granting The Charter for the success and contribution to economic and social activities of individuals and collectives. Economic Club of Palilula won the award for the best entrepreneurial association in Belgrade for 2010. The award was presented by the Belgrade Chamber of Commerce, Technical University of Novi Sad and Media Invent. The award "Captain Misa Anastasijevic" handed over the president of Belgrade Chamber of Commerce Milan Jankovic, Ph.D. and Director of Media Invent Mr. Vladimir Markanovic.
In the organization of the Economic Club of Palilula and the Public Health Center "Milutin Ivkovic, MD“, was held the Forum "The economy and health“. All interested representatives of economy and health sectors gathered on May 24th at the Conference Hall of BG SC Kovilovo and sponsored by Palilula Municipality.
The forum was dedicated to the current issues of healthcare and the economy that are intertwined with the organizers wish to provide one possible answer to the given issue - the successful cooperation of the health and economic sectors in the municipality of Palilula. Thus, the Economic Club of Palilula Municipality in collaboration with the Public Health Center "MD Milutin Ivkovic" started the public discussions about some of the important issues for the normal functioning of health care, and especially of what represents Palilula Health Centre and in the desire to raise general awareness primarily, as well as to send the proposals to those who have the power of decision.
Recognizing the importance and need for such meetings, at the beginning of the Forum with pleasure had been ascertained the support of Palilula Municipality. Therefore, as a representative of the sponsor of this event, the first word of greeting has sent Mr. Danilo Basic, the President of Palilula Municipality, emphasizing the view that such meetings are important for good functioning of institutions such as the Public Health Center "Milutin Ivkovic MD" as well as for successful cooperation and assistance that may be made by Palilula economy, recognizing in it the importance of quality and smooth functioning of the health sector especially at the local level. Basic took the opportunity and publicly praised the efforts made so far by the current administration of the Health Center Palilula, with the hope that this will be the same, if not better, in the period ahead.
In her welcome speech Slavica Kalezić-Milosevic, MD, Director of Public Health Center Palilula defined closely those issues for which the Forum was organized, and above all the desire and need for the single term such as occupational medicine, to get back in the field of interest primarily the economy, with the use of high quality service of experts who are gathered under the roof of this medical institution. This is particularly highlighted because the need for cost control that is gaining additional importance in the current economic crisis.
In this manner, Mr. Tomislav Jovanovic, President of the Economic Club Palilula Municipality, continued his speech, emphasizing the necessity of closer cooperation between the companies that are gathered under the Club. This Forum, as Jovanovic indicated, is a good approach to the business activities of the Club which one of the main activities is giving the quality assistance and helpful tips for economy.
Word of the profession: Forum is previously defined by the organizers in form of two panels - one that is dedicated to occupational medicine, and the preservation of health of the labor population through partnership with the economy; second panel was devoted to the economy and examples of good business practices of some of companies from Palilula Municipality, members of the Economic Club Palilula Municipality which can help with their operations, products and services, to the important institutional system such as Public Health Center " Milutin Ivkovic, MD".
At the beginning of the first panel, attendees were reminded of the fact that in Serbia for many years, the doctrine of occupational medicine was based on the unity of preventive and curative activities. In practice, however, the curative activity dominated. Preventive activities had been conducted in a narrow scope and irregularly, and practically was reduced to the performance of preliminary and periodical examinations.
Since it is not only the health topic, the proof is in one of the results of a survey, formerly conducted, which pointed out that in most institutions of occupational medicine income of preventive activities in relation to total revenue is negligible... Thus, it may be a problem of the profession, but it is also a very important need on the side of economy. With this template, the participation of representatives of the medical profession was opened. Professor Aleksandar Milovanovic, MD, Director of the Institute of Occupational Medicine " Dragomir Karajović MD", pointed out some of the important aspects of legislative framework on the safety and health at work.
About the controversies of new approaches in general medical examinations, with special emphasis on the problem of creating unnecessary costs, and all from the practice of occupational health service Palilula, spoke Mr. Zoran Grbovic, MD, Head of Occupational Medicine Department at Health Center Palilula. About advantages and quality of labor of occupational medicine at health station PTT - Telekom that results from three decades of experience, with special reverence spoke Gordana Jovanovic MD, head of the heath station.
What is the true obligations of employers when it comes to drafting the document on risk assessment, the participants of the Forum was reminded by Ljubomir Zdravkovic, MD, from the sector of occupational medicine at the Health Center Palilula. Jasna Macic MD, Deputy Director of the Health Center Palilula for medical issues and sector manager of additional work, drew attention to the issue of availability of primary health care to citizens who are not in the system of compulsory health insurance. And how it all looks along in practice of a public system such as the Public Communal Company "Public garages and parking lots," spoke Mr. Budimir Tucovic, executive director of the company.
After the break, the Forum continued to work - with the second part the panel, devoted to the economy and some of the solutions that businessmen gathered at the Economic Club Palilula Municipality, in a quality way may offer the sectors such as healthcare, particularly Health Center, "Milutin Ivkovic MD." So, on some of the aspects that stand out from the contemporary business practices in Serbia, spoke at his usual inspired and stimulating way, MSc Dusan Pavlovic, the owner of the agency for training and consulting, "Lito", vice president and co-director (outside USA) "The International Institute for field-being", an international institute with its headquarters at the university, "Fairfield" from Connecticut, USA. At this forum has really been talked about values, approaches and methods for quality and successful business, from the standpoint of cost control, and what is recognized under the term "standards", what was confirmed in the presentation of Mr. Miroslav Markuc, director of the Balkan lift Ltd. He was, in fact, pointed out what a positive impact has the application of standard of operations in a company such as the Balkan Lift. One of the tools for contemporary and successful business operations is a well-organized documentation and archives in a company, whether it is a production or the service. In this context, the participants of the Forum has been presented a document management system "Uniflow", which has been explained by Mr. Roman Djukic, from the company Malex Ltd.otherwise a Gold partner of the Canon brand in Serbia, also a prominent member of the Economic Club of Palilula Municipality, such as the company Balkan Lift Ltd.
Key word "prevention" - a message from the Forum: To emphasize, in conclusion, once again, that the Forum "Business and Health" had been dedicated to the mutual relation of these two important social sectors, and the ways of successful mutual aid. Attention was drawn to the very problem of prevention, which is a health care one of the basic principles of functioning and to all those benefits that on the local level, in this case on the level of Palilula Municipality, Public Health Center, "Milutin Ivkovic MD" can provide to the economy, professionaly and in quality. This is particularly useful for entrepreneurs in times of crisis when they consider primarily on cost control. Therefore, the Forum is one of the examples and useful advices on how that should be done...
On Saturday, May 14th, was held the 3rd Football Tournament at BG SC Kovilovo. Organized by the Economic Club of Palilula Municipality, ten teams participated at the tournament. On a sunny and warm weather, in the presence of many family members of players, matches were played on two courts. The teams were divided traditionally into two groups. They played on the principle with each other, in both groups. Best teams from the Groups A and B were the team of Palilula Municipality which collected 10 points out of possible 12, and the Economic Club Palilula Municipality team that won all 12 points. The two best teams were competing in the final match. Team of the Economic Club of Palilula Municipality won the team of Palilula Municipality with a score of 8:1. Member of municipal council of Palilula Municipality, Mr. Stojan Nikolic gave the awards to the best shooter and best goalkeeper on the tournament. As the best player was declared the player of the Economic Club of Palilula Municipality. Trophy to the winning team gave Mr. Milan Sotra, President of SC Kovilovo.
Economic Club of Palilula Municipality celebrated four years of its work, on 5th May 2011, on Avala Tower. President of Economic Club of Palilula Municipality, Mr. Tomislav Jovanovic, expressed a word of gratitude to the present guests and members of the Club for their support that he had during of all four years of work the association. The municipality of Palilula has properly recognized as necessary to have an office at the local level, which would bring the economy to all the institutions so that together they will influence the business environment. "In the past much has been done, but lot of work expects us ahead," said Jovanovic. Electoral Assembly has been announced, also the 3rd business sports tournament, the 4th Conference in Kovilovo, and the most important date for the Economic Club of Palilula Municipality - the membership in the European Association of Entrepreneurs „Yes“, where the Economic Club of Palilula Municipality will have the opportunity to represent not only the economy from Palilula, but the economy from the whole of Serbia. At the audience a letter from Mr. Zeljko Ozegovic, City Council member, was read in which he congratulated the anniversary and in kind words praised the work of the Economic Club Palilula Municipality. On behalf of the Secretariat of Economy Belgrade City Council, spoke Mme Stanija Visekruna, Deputy City Secretary, who said that the Secretariat of Economy helped the Economic Club Palilula Municipality not only through the projects but also with the recommendations that have emerged as an initiative from businessmen of Palilula.
Balkan Lift, the company from Palilula, is a true representative of the modern company, and its economic development is a true example of how business should be. This company had been presented to the guests and members of the Club at the ceremony. In the presentation the fact was emphasized that the guests and Club members drove in the latest production of Schindler - the elevators which drove them onto the Avala Tower. In fact, Swiss company Schindler is a business partner of Balkan Lift. Managing Director of Balkan Lift, Miroslav Markuc, on behalf of his company, gave the financial aid to elementary school "Stevan Sremacl" from Borca, a settlement on the territory of Palilula, and thus showed another side of this company - its social responsibility!
In the Belgrade Chamber of Commerce was held a regular session of members of the General community of entrepreneurs and the Economic Club Palilula Municipality. President of Economic Club of Palilula Municipality Mr. Tomislav Jovanovic, spoke about the activities of the association in 2010, and through the presentation the participants of this meeting had been able to find out what were the most important activities that marked year 2010. He also suggested the activities which will mark this year. President of General community of entrepreneurs Dragan Trivan addressed the audience stating that the Economic Club Palilula municipality is one of the most active associations in Belgrade. The attendees were addressed by Sandra Milenkovic on behalf of the "The employer", presenting the association and recommending it to members Palilula businessmen, as well as to all other entrepreneurs. Then the discussion was opened on the work of associations and economic situation in the country in various industries. The proposed plan was unanimously supported.
Today, at the National Employment Service in Belgrade, was held the first meeting, in a series of meetings, with the unemployed who are registered at this institution. In fact it was the first, promotional phase of the project „Family Enterprise - a micro business“. It was the first group of 500 of them who were at the first contact expressed an interest in this project, which was recently launched by Economic Club municipality of Palilula, Palilula Municipality National Employment Agency Belgrade, City Secretariat for Economy of Belgrade, Belgrade Chamber of Commerce and KBC Bank. To remind you, this is one of the possible solutions to the problems of unemployment, which, with the joint action and partnership between these institutions, aims to create a favorable environment for the development of family entrepreneurship. On all aspects of this project, the crowd spoke Mme Andjelka Huljic, on behalf of the National Employment Agency - Office of Palilula, Mr. Tomislav Jovanovic, president of the club business of Palilula Municipality, Mr. Danilo Basic, president of Palilula, Mme Milena Bakic, Director of KBC Bank - branch office in Palilula, Milos Dosen Secretary of the Centre for development of SMEs and entrepreneurs at the Belgrade Chamber of Commerce. What has dominated in explanation of the project with all of speakers is that this is a mutual aid of all these institutions that have gathered around this solution, since the future owners of family firms and participants in this project are not left to themselves, and that upon completion the basic program, their work and business will continue to be monitored. That is, that all these institutions are still present for any kind of help and advice. Thus, in fact, shows a desire and the way for reducing risk in business, for which, for example 70% of firms that emerged within the project of "start up" credit lines are being closed within the first year of operation. Judging by the number of participants, an interest in this project was conspicuous and promising, as well as on many issues that followed on the end of presentation of the project. Economic Club of Palilula Municipality organized an business conference with the intention to present businessmen of Palilula Diaspora Group. During the two-hour presentation and discussion, ideas were opened on various aspects of business with the diaspora. Through individual interviews this co-operation that started between businessmen of Palilula and the company Diaspora Group will continue, because. Diaspora Group connects not only the Serbian people who work and live abroad, but foreign companies that want cooperation with our economy.
In the conference hall at the Palilula Municipality building, on 19th October was held the promotion of the project "The Family Entrepreneurship - micro business", for the media representatives. About the very project, its objectives and project implementation spoke: Mr. Danilo Basic, president of Palilula Municipality; Mr. Tomislav Jovanovic, President of the Economic Club of Palilula municipality; Mme Stanija Visekruna, on behalf of the Secretariat of Economy of Belgrade, Mr. Petar Stefanovic, Regional Manager - Center for Belgrade, KBC Bank, Dragan Trivan, vice president of Belgrade Chamber of Commerce; Mme Dragana Konakov Radovanovic, Director of the National employment service, Belgrade, Dusan Pavlovic, MSc, educator; Mme Jasmina Kujundzic, an expert in the field of human resources; Mr. Bozidar Panović, Director of Pankomerc Co.; Mr. Milorad Ciric, Director of Diaspora Group.
The project has five phases:
1st - Media presentation of the project and inviting candidates;
2nd - Education and screening of candidates;
3rd - Education in creating of a business plan;
4th - Applying of a business plan at the KBC bank in order to obtain credit lines up to € 12,000;
5th - Monitoring of entrepreneurs, through work, networking with other business entities, legal aid, promotions, professional training in various fields.

In celebration of three years of existence, the Economic Club of Palilula Municipality organized a conference entitled as "Development Entrepreneurship with a clear objective". In the presence of 120 businessmen of Palilula, Mr. Tomislav Jovanovic, President of the Economic Club of Palilula Municipality, addressed with stressing out the fact that every year had been organized a conference with the certain topic, and that this years’ conference is mainly devoted to those businessmen who started their entrepreneurial journey as small entrepreneurs, but today they are pride examples of not only the Palilula economy, but also Belgrade and Serbia. Jovanovic said that during the three years of its existance, Economic Club of Palilula Municipality got partners thanks to the collaboration with the Secretariat of Economy of Belgrade, the National Employment Agency, Belgrade Chamber of Commerce, as well as with several municipalities in Serbia and within Belgrade. Noting that the Municipality of Palilula will be active in all economic activities, Jovanovic thanked everyone who supported the work of the Economic Club of Palilula Municipality.
Belgrade Chamber of Commerce Vice President and President of General Community of Entrepreneurs, Mr. Dragan Trivan, spoke on the draft law on crafts that caused much controversy, explaining which are the shortcomings of the draft law on crafts. Dragan Trivan congratulated Economic Club of Palilula Municipality stating that it was the Economic Club of Palilula Municipality as one of the youngest associations in Belgrade, but as one of the most active with a lot of results. On behalf of the Secretariat of Economy of Belgrade, spoke Mme Stanija Visekruna, Deputy City Secretary for the economy. In a very detailed presentation that showed what the City done in improving the economy and solving the problme of unemployment, the conference participants were able to be convinced in intentions and activities conducted by the City of Belgrade.
President of Palilula Municipality, Danilo Basic spoke that Municipality of Palilula always trying to help in all areas, regardless of what lot is not under its jurisdiction, and this is the case with the economy, also.. "By establishing of the Economic Club of Palilula Municipality, we exactly doing all of those activities," said Basic.
During the presentation of chief of the economic Development of Municipalities of Kuršumlija, Dejan Jovanovic, were demonstrated the possibilities of this municipality and its resources. Jovanovic said that the municipality of Kursumlija has established a business - technical cooperation with the Economic Club of Palilula Municipality.
Economic development of Palilula was presented through examples of the companies such as Malex, Kirka-Suri, Master Frigo, Factory of electric heaters "Srecko" , Bg Plast, Balkan Lift. The end of the conference had been dedicated to lectures, especially in the field of "New Management Paradigm", held by Mr. Dusan Pavlovic, MSc, which caused a genuine applause and thrill. And on management of personnel, as one of very important factor in choosing the people, spoke Mme Jamina Kujundzic, MSc. Dusan Birmanac talked about the associating and its importance for the SMEs.
These days, the text of the Draft Law on Craftsmanship, published by the Ministry of Economy and Regional Development, on 15th of April 2010, hit on a sharp criticism of craftsmen and entrepreneurs because they believe that it undermines trades, entrepreneurship and entire economy. On that occasion, on April 29th a press conference at the Media Centre Belgrade Chamber of Commerce was held, which had opened Dragan Trivan, Vice President of the Belgrade Chamber of Commerce, along with Maja Stoskovic, Secretary of the Union of Entrepreneurs Chamber of Belgrade, and Tomislav Jovanovic, President of the General Association of Entrepreneurs of the Municipality Palilula.
Belgrade Chamber of Commerce and its Community of entrepreneurs for many years now advocate for better economic environment and favorable conditions of business operations of entrepreneurs and craftsmen. Community of entrepreneurs gathers 58.000 craftsmen and entrepreneurs from the territory of Belgrade, who were not even consulted on Draft Law on Craftsmanship and these are the ones that the law will refer to. In addition, entrepreneurs and craftsmen find that solutions in the Draft Law on Craftsmanship does not take into account the needs and interests of craftsmanship, craftsmen, and citizens who use their services, but these solutions are financially burden them further. This derives from the fact that the 19th Article provides numerous financial burdens for craftsmen in the future. According to representatives of the participants of the conference, the offered text of the Draft Law on Craftsmanship is discouraging!
Public hearings on the Draft Law on Craftsmanship began on 26th of March and will last until 28th of May. So far, public debate on the Draft Law on Craftsmanship was held in the following chambers: Regional Chamber of CommerceValjevo, Belgrade Chamber of Commerce, Regional Chamber of Commerce Kruševac, Regional Chamber of Commerce Pančevo, Regional Chamber of Commerce Zrenjanin, Regional Chamber of Commerce Kragujevac, Regional Chamber of Commerce Leskovac. U narednom periodu, javna rasprava će biti održana u Regional Chamber of Commerce Užice, Regional Chamber of Commerce Požarevac, Chamber of Commerce of Vojvodina, Regionalna Privredna Komora Sremska Mitrovica, Regional Chamber of Commerce Subotica, Regional Chamber of Commerce Kraljevo, Regional Chamber of Commerce Zaječar, Regional Chamber of Commerce Novi Sad.
The press conference ended with the conclusion that it should define and correct all the violation of the Draft Law on Craftsmanship, considering that in certain articles it is contrary to the Law on Enterprises, the Law on private entrepreneurs, the Law on associations, the Law on Chambers of Commerce and the Constitution of the Republic of Serbia. It was emphasized that the above mentioned changes must be made, as they will ensure the realization of Serbian interests of craftsmen and the overall economy.
Friendly municipalities of Stari Grad and Kursumlija organized the first business gatherings. The hosts were Kursumlija municipality, and associations of businessmen from Toplica region. Delegation of the Economic Club Palilula Municipality participated in the business meetings and introduced with all the potential of Toplica region. The meetings were very helpful, and the arrival of several businessmen and municipal officials on Palilula is expected already next week.
At the Fifth International Fair Trade and Tourism in Trebinje Economic Club Palilula Municipality has participated for the third time in the city whose beauty, culture and tourism potentials attracts people not only from tourism but also those business entities that want to cooperate with the people from Trebinje. Among the exhibitors from the region, there were several Serbian municipalities and entrepreneurs. Economic Club of Palilula Municipality has presented a few business entities from Palilula that can do business with people from Trebinje. The company „Kirka Suri“ from Palilula had also its presentations during these two Fair days, and on this occasion this company introduced the future of utilization of biomass as a cost-effective energy source. Fair visitors' interest was very high, not only for the Herzegovinian municipalities and their business entities, but for the Serbian municipalities as well, to whome it had been agreed that the meetings will be held after returning from Trebinje’s Fair.
The question arises whether it is possible that the Palilula has so many good business entities that occupy a high place in the economic market. One of these business entities is a company Balkan lift Ltd. Director and founder of the company Mr. Jovica Markuc hosted President of the Palilula Municipality, Mr. Danilo Basic, and on this occasion he stressed out the gratitude that the first man of Palilula visited his company, but also the gratitude to the Economic Club of Palilula Municipality which initiated this meeting. References presented by the Director of Balkan Lift Ltd. are impressive. We believe that residents of Palilula in the future will be safer and aesthetically nicer in elevators that incorporate people from the Balkan Lift Ltd.
Public Health Center Palilula hosted a business meeting. The Agreement on Business and Technical Cooperation signed between the Public Health Center Palilula, that is Municipality of Palilula, and Economic Club of Palilula Municipality, resulted in several meetings at which participants searched for a model of cooperation between the Public Health Center Palilula and businessmen. In order to better inform business people about the services provided by the Public Health Center Palilula, in a presentation prepared for this meeting the businessmen were presented a range of services for employees in the economy and industry.
In a time when there are so many talk about the environment, but very little is done, a representative of the company "SE-Trade" from Palilula, through an educational presentation, explained the essence of recycling, the importance of the environment, then the role of government to coordinate environmental projects, as well as new regulation on fees. This was also the opportunity to present the company that is, otherwise, preparing, for years, for this step.
About thirty businessmen attended the meeting, who, after the meeting, as usual, exchanged the contacts for possible cooperation, which is the goal of such meetings.
The talks, which started between Indonesia and the company from Palilula Kirka Suri, are entering the phase of serious negotiations, which could easily result in a successful cooperation. After presentation in the Economic Club Palilula, and the meeting at the plant of biomass boilers within the company Kirka Suri, the delegation went to Becej to see how they work in practice and how facilities look like, which experts from Kirka Suri company designed and carried out. It was impressive to see on the site, in Becej factory "Soja Protein," which uses the company's Kirka Suri its facilities and technology for biomass combustion and the energy production. On this occasion, management of the "Soja Protein" factory, hosted the Ambassador of Indonesia and other members of the delegation.

Why "The family micro business"?
The Project "Family Entrepreneurship - micro business" is one possible answer to unemployment problem and its solution, but also for the development of micro businesses in the municipality of Palilula.
This is the way how to help the new entrepreneurs who have ideas and a desire to promote their own knowledge and skills, but also to restore the tradition of family business, by which was once recognized both Belgrade and Palilula alone.
For the reason of successful realization of the project, but also because of the awareness of need for existence of quality and a safer environment for business, Economic Club of Palilula called for cooperation and especially the support of several institutions of importance to the project itself. These are:

4. Belgrade Chamber of Commerce
5. The National Employment Service - Belgrade
The project is designed to be implemented in several phases. The first would consist of appropriate promotional activities, in order to popularize the very concept and project, as one of the possible and realistic solutions to the current situation in the economy, especially for the problem of unemployment.
The next phase relates to creating high-quality database on the basis of institutional support the National Employment Service Belgrade - Palilula office, as well as on the basis of the very occurrence of potential participants in this project, the candidates for initiation or further development of family business.
This is followed by screening, necessary to define all those who do have entrepreneurial dispositions and business plans that have a real foundation.
Training is the next phase, which involves several elements, including the provision of professional and technical assistance in making proper business and, in particular - the financial plan.
As a special aspect of the project, the business meetings are envisaged, also the networking of new of entrepreneurs, owners of family businesses, with larger business systems, for the sake of establishing a business relationship based on cooperative relations.
It is important to emphasize at this point, that the project is ongoing and could and should have its own application, even after the completion of the current crisis, and the process of transition.
Its importance is reflected in the provision of adequate and quality solutions in terms of self-employment, family business succession, contributions to the further development of women entrepreneurship, as well as in a concretization of the concept of social responsibility and strengthening the position of specific social groups that are able to work and active.
